Prepared as a neutral governance framework for diaspora organisations supporting a peaceful transition from the Islamic Republic towards secular democratic choice, followed by a free ballot on constitutional form.
The paper proposes a reproducible protocol combining brainstorming, Nominal Group Technique, Delphi-style revision, Multi-Criteria Decision Analysis, risk review and recorded voting. It covers proposal registration, conflicts of interest, evidence packs, voting thresholds, minority protection and recorded dissent, with a decision template and meeting checklist.
The protocol does not decide ideology. It decides process: how proposals are heard, scored, amended, approved, paused or rejected. This is a proposed governance framework to be piloted and reviewed, rather than an empirical evaluation of a specific organisation.
